| RL: Face the music--It's not THAT scary!

Go Away A Little Closer 和它的续篇 Time Stands Still。

As far as I can tell, the 'Hub' as it's called has always been based under the Oval Basin in Cardiff's Bute Docks, although access has varied as different eras have seen the area redeveloped. Today it's accessed through a little tourist information bureau in Mermaid Quay. In other days it's been via warehouses, cellars, and assorted shops.
According to architect's records (really, really incomplete) held in Cardiff's City Hall, what we now call the Hub was commissioned by Queen Victoria personally, with a number of requests (in other words, she told the builders what she wanted and they gave it to her, probably in fear of their livelihoods). She had a Mr. Bunting from the firm Thomas, Macintosh, & Luxton (Swansea) Ltd visit her at Buckingham Palace earl in 1880 and, shortly afterward, he returned and began reclaiming land in and around the docks. Interestingly, no one actually owns the land, not even the Crown. It just seems to exist, along with various warehouses and properties in Cardiff all built by the same firm at the same time. It's as if the Queen requested and South Wales acceded, no questions asked. But trying to find out who has any legal right to those lands today is just met with empty trails and lost paperwork.
No plans for that original Victorian Hub have been kept, it seems. But there is a paper trail to other - seemingly innocuous, but inexplicable - building works that TM&L Ltd undertook at the same time. One of these is a network of tunnels across country that, taken individually, may just look like simple tunneling. They were completed at different times but, if you link them together, it would appear that by 1901 a tunnel actually linked Torchwood Cardiff with both Glasgow and a house in Brentford, just South West of London. And they in turn were linked to one another too, like a mini underground steam railway. The occupants of Torchwood Three in Cardiff could ride a private carriage to London, either directly or via Glasgow. If there was a Torchwood Four in Victorian times, it certainly wasn't accessible from the others. The original Glasgow TOrchwood base in unknown; the tunnels have collapsed beneath the Clyde, and it seems that wherever they went on the other side of the river has been blocked up too. The London house was destroyed during tje Second World War and that whole area of Brentford has been redeveloped so many times now that any chance of working out exactly where the tunnels led to (and thus where Torchwood was in London) is long gone.
The Cardiff Torchwood was built underground for a number of reasons beyond the need to remain secret from the public. The soil around Cardiff Docks is soft enough to lay concrete through and work was done on a number of levels.
The main level had the rather pompous "Torchwood Station" platform and associated offices around it, plus a small morgue with dumb waiters leading to a bigger cold storage area two levels below.
Immediately below this level were a series of bricked-off tunnels and walkways leading to what were most likely interrogation rooms, cells, and easily lockable areas for a variety of work.
Beneath that was the cold storage area, a mortuary with drawers big enough to fit an above-average human inside, used one imagines for storing bodies of dead or dissected aliens. Further workrooms spiraled out from that.
The deepest area of Torchwood Three was the huge basement storerooms, in which anything from spaceships to guns and gadgets would be stored and catalogued. Huge banks of filing cabinets were down here, too, Torchwood's administrative staff keeping everything up to date and accurate but safely locked away. The basement rooms were at the lowest level because, despite the inconvenience, they were the best protected and, ironically, the most easily destroyed. All Torchwood would have to do is blow some walls down and everything would be flooded by the Roath Basin outside, effectively destroying any evidence of Torchwood's existence if need be.
Directly above the railway station were a further three floors of offices, bedrooms, workrooms, etc. The highest of these was just 3.6 meters below street level and was presumably the first one accessed.
Positioned on the railway level and going up was a massive steel support structure that the other floors were built around. This was not decorative, but was in fact exactly what it sounds like - an amazing engineering feat to keep the building secure and stop the roof collapsing. A series of metallic walkways emanated from this central column, linking the different sides of the Hub. In the basin at the base was water, regulated bu huge brass water pumps, keeping a level, low tide in the centre and accessed by concrete steps was the small copper and brass submersible that could go directly out into the docks and the bay beyond, which ultimately led to the Bristol channel that separates Cardiff from Weston-super-Mare on the opposite English banks.
No matter how well built something is (and this was a marvel of Victorian engineering), no one could have anticipated what happened on 27 June 1906, just forty miles up the coast. Registering 5.2 on the Richter scale, Swansea was rocked by an earthquake, the epicenter of which was estimated to be off-shore. There was no reason why an earthquake even of that magnitude should affect Cardiff (indeed, contemporary reports say that apart from a couple of aftershocks, it wasn't felt any further into Cardiff than Llantrissant). However, the rail tunnel that had been built did run along the coastline, and Torchwood Three suffered terrible aftershocks.
There are no reports of how many Torchwood personnel died that day, but it may well have been devastating. The tunnels and railway station were severely damaged and the tunnel collapsed, sending clouds of dust and earth into the enclosed building. Worse, the severity of the shocks commuted throughout the tunnels brought down the entirety of the upper floors, dropping tons of debris on to the station level. It seems unlikely that anyone on the station level or above could have survived.
From that point on, the Torchwood Hub became based solely on the remnants of the station level and the lower, intact level - although the waterlogged basin was concreted over and brought up to the station level. Whether the submarine was destroyed in the quake or lost out at sea at some other point is unknown. Years later, a limited upper level was created as a metal walkway leading to a couple of rooms, but nothing like the intricate nature of the Victorian version. A peculiar dragon mural has been painted up there, allegedly started by Toshiko Sato one wet Sunday afternoon, and it certainly has its origins in both the traditional Welsh dragon and an Oriental one, suggesting that combination of Tosh's roots in Torchwood.
Today's Torchwood still bears those scars. Captain Jack Harkness's office is the old station house. Owen Harper's medical bay is the original morgue. The central plinth has been replaced by the Rift Manipulator, housed in the extension of the Water Tower built at the start of the 21st century and situated as a sculpture for tourists to marvel at on the reclaimed Oval Basin as Cardiff was regenerated for the new millennium.
A small tunnel leads from the back of the current weapons store to an underground car park beneath the Wales Millennium Centre where the SUV is kept in the VIP car park used by the local Senate workers.
The vaults, as they are termed, are the original Victorian ones - these house the cells where Weevils, etc are kept. The Boardroom is reclaimed storeroom space on the same levels. The original basement areas and mortuary remain unchanged both in design and use.
At some point - presumably as a result of the earthquake disaster - a set of stairs was built up from the station level to the surface for use in emergencies. Also constructed in recent years was an elevator shaft, which seems to have been added at the same time as the tourist shop began to be used as the entrance. IT is possible the elevator was constructed for an earlier exit, however, as its not conveniently placed for the rear of the shop and, indeed, its positioning would, if extended upwards, bring it out near the rear of the Jolyons Hotel in the bay area.
